The plot
Porky sets sail for the Boola-Boola islands in the South Seas with a ship full of general merchandise. He plans to open a 5 & 10-cent store. A swordfish cuts a hole in the ship and Porky's goods fall into the ocean.
Porky’s goods meet many funny fish. One is a caricature of Garbo, walking with a ‘Garbo face’ frowning expression. When a pair of boots sinks down to her, she steps into them. They are, of course, giant-sized, like most footwear worn by Garbo caricatures in cartoons. While on screen, the fish uses a Garbo-like voice to say, “I want to be alone”.

Other fish below make creative use of the goods, ultimately opening a Hollywood nightclub, complete with fish impersonating various stars. Porky is saved when a waterspout comes along, re-stocking his ship.
Garbo’s spoof in this cartoon was very minor since the focus was mostly on Porky's objects being stolen various fish and what is going on in their world. The movie was colorized in 1992 and has been shown on TV many times since then.
